Main Purpose of Job

The main purpose of this position is to ensure that the functionality of the fiscal component of EE/CARES and EBT(Electronic Benefit Transfer) is thoroughly tested and meets the needs, specifications, and requirements of the State and Federal Government. EE (Eligibility Enrollment) is the State of Maryland’s new automated system that shares data across DHS systems. The incumbent must ensure and document that the system is issuing benefits accurately, reconciling correctly, meeting Federal certification and funding requirements. This testing involves creating, as well as writing test cases, duplicating scenarios to verify compliance with established State and Federal criteria. This involves isolated experiments and coordinated sequences with other FIA test staff, OTHS, System Vendors, and the Local Department of Social Service Fiscal staff.

MINIMUM QUALIFICATIONS

Experience:   Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience preparing Federal budget reports.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience on FIA policies including manual and action transmittal.

Two years of experience with Clients’ Automated Resources & Eligibility System (CARES), Enrollment Eligibility systems (EE), EBT(Electronic Benefit Transfer and or State and Federal Government systems.

One year of experience with overpayment systems, Central Collection units and Treasury Offset Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
