Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. This position works within HERO as the Research Data and Visualization Specialist. Candidate will convert existing reports to online reporting format and help create data dashboards for new federal programs currently being administered by DHCD. This position will also be responsible for scrubbing data from Clean Data and data warehouse, update data tables for annual report and economic impact analysis model.
Work with junior policy analyst to update all 24 county profiles with regional needs identified for each jurisdiction. Candidate will coordinate DHCD's MFR and support Senior GIS specialist in revamping existing mapping platforms for all programs. Candidate will be self-starter and be able to understand methodology used in analyzing and reporting program data quickly in Clean Data and DIPPER.
Candidate will assist other team members on projects as needed on deliverables upon request to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors as well as external stakeholders.
Candidate will be self-starter, understand methodology and tools used in the aggregation, analysis and creating data visualization for reporting using Clean Data and DIPPER. Position will be required to use intermediate to advanced skills in Access and Excel to dissect large datasets required for a study/project in order to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors.
This is a contractual position, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

Experience: Eight years of experience in administrative staff or professional work.
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Knowledge of SQL, Python and data visualization tools (PowerBi, Tableau)
- Knowledge of Database Management Skills
- Intermediate to advanced operation with Microsoft Office, particularly, Access and Excel
- Advanced writing skills
- Bachelor’s degree in Economics, Finance, Policy or related fields

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
