POSITION DUTIES

The main purpose of the Criminal Justice Information System – Central Repository (CJIS-CR) Billing Coordinator is to provide technical and operational support for the CJIS invoicing processes. It provides ongoing user invoicing and financial problem analysis to statewide users of CJIS /Live-scan systems and coordinates accounts receivable entries into the CJIS Repository Administrative System (RAS) and the statewide Financial Management Information System (FMIS).

Coordinate with the DPSCS and ITCD Finance units for private providers, private companies and government provider invoicing:

• Monthly invoicing of electronic live scan fingerprinting transactions  (approximately $7 million annual revenue).
• Retrieval of invoices from the RAS system.
• Sending customer invoices via the Maryland.gov email system. 
• Creating accounts in the FMIS system.
• Entering payments in the FMIS system.
• Modifying and correcting accounts in the RAS and FMIS systems.
• Collection of past due accounts.
• Recommendation for suspension of service of delinquent accounts.
• Establishment of new invoicing procedures.
• Live scan owners now responsible for payment of transactions submitted.

MINIMUM QUALIFICATIONS

Experience:   Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two or more years of experience retrieving invoices from the RAS system.
2. Two or more years of experience using FMIS.
3. Four or more years of experience conducting accounts receivable and collections.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
