Main Purpose of Job

The purpose of the job is to act as a liaison to Local Workforce Development Areas and other grantees within the State of Maryland. The State Fiscal Monitor will monitor financial operations and activities of Local Workforce Development Areas receiving funds for program services under federal Title I Workforce Innovation and Opportunity Act and Title II Adult Education as well as other special programs. The job will involve compliance monitoring, technical assistance, training, data analysis, assist with policy development and planning, and financial reviews of special project funds. The position will report directly to the Compliance Manager to support the unit's mission of ensuring the integrity of the workforce system through onsite, desk and focused monitoring reviews.


Serve as a state fiscal monitor; act as a liaison for designated grant operations of DWDAL in the local workforce development areas. Evaluates local area’s compliance with state terms and conditions as well as federal laws, regulations and financial guidelines; provides direction and technical assistance as required.

- Reviews grant proposals, budgets and budget narratives, and - scope of work for accuracy, program alignment and completeness.
- Ensure grantee’s compliance with earmarking and matching funds requirements.
- Review approved process of grant activities; and contracts and grant agreements for fiscal accuracy,
- Serves as liaison between grantor and grantee.
- Monitors expenditures to ensure they are in accordance with guidelines and appropriation award balances;
- Analyzes when necessary sub-recipient, grantee, and contractor relationships.
- Ensures federal and state fund reimbursements are reported in a timely manner.
- Participates in, and initiates as necessary, desk audits and on-site monitoring of grantees.
- Leads, coordinates, and conducts administrative and management studies.
- Researches, analyzes and reports on a variety of informational, operational and financial management issues.
- Analyzes and evaluates the effectiveness of policies, procedure, operations and methods.
- Researches, writes and presents comprehensive reports and memorandums.
- Work with other team members to conduct reviews.
- Ensure that documentation is retained for the required retention period for federal and state compliance.
- Other duties as assigned as they relate to DWDAL fiscal, accounting, and administrative functions including back up responsibilities for other fiscal monitor.


Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.  


1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.


- One (1) year of experience monitoring a budget and/or overseeing organization budgets and processes.

- One (1) year of experience applying federal and state laws and regulations.


- Experience with Microsoft Excel or Data Systems to generate tables/tracking sheets/reports.
- Experience tracking and investigating organizational budget issues.
- Experience preparing, analyzing and interpreting financial reports and statements.
- Experienced preparing effective written and oral reports and presentations.
- Must Travel when necessary.
- Experience in interpreting and applying Federal and State laws, policies and rules.
- Experience evaluating programs.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.


All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
