Main Purpose of Job

This position functions as a master’s-level researcher/evaluator within the Office of Research and Evaluation. The position is responsible for participating in the implementation and reporting of: 1) data analyses that respond to questions posed by the Department, the Governor, and the Legislature regarding who is being served, services provided, and youth outcomes; 2) program evaluations of DJS interventions; and 3) research projects undertaken by the Department. This position collaborates with other DJS staff, staff from other youth-serving agencies, and/or universities in these activities. This includes keeping current on best practices in juvenile services interventions and evaluation and research methods applicable to the position.

POSITION DUTIES

  • Participates in planning, design, and conduct of departmental research and program evaluation projects focusing on key DJS programs and initiatives in collaboration with the Office of Research and Evaluation staff and other DJS staff and external collaborators, and interprets the results of the studies.

  • Participates in the development of protocols for and implementation of data analyses and written documentation of projects, including narrative text, tables, and spreadsheets which address specific research and evaluation questions defined by the Department in conjunction with other Office of Research and Evaluation staff and Department staff.

  • Participates in intra-office, intra-departmental, and inter-agency teams and committees to assess data needs for the DJS, and participate in planning coordinated programs for data collection and analysis, and produces weekly, daily, and annual reports.

MINIMUM QUALIFICATIONS

Experience  Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in program evaluation or policy research, especially in a juvenile justice or human services setting;

  • Experience designing and implementing research studies, including identifying, gathering, and analyzing data using statistical software appropriate to the topic being studied;

  • Experience developing logic models or evaluation plans;

  • Experience working in Excel, including pivot tables and charts;

  • Experience developing PowerPoint presentations;

  • Demonstrated ability to employ research and analytical thinking skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
