POSITION DUTIES

This position performs the functions of contract administration from inception through termination and is responsible for maintaining the confidentiality and integrity of all contracts for the Department of Public Safety and Correctional Services/Information Technology and Communications Division (DPSCS/ITCD). This position performs market research and analysis, market trends, contract negotiations and quotations, contract submissions for new, renewed, and terminated contracts, contract risk assessments, and recommends strategies to eliminate or mitigate risks. This position performs contract reviews/audits for mission critical and non-mission critical systems and organizational units. Develops and makes recommendations for new vendors and products. Reviews and updates new and existing standards and procedures. Provides assistance to the Assistant Director of applications in assuring that all DPSCS/ITCD contracts are continually monitored, accurate and adequate, active, and submitted for renewal timely, preventing exposure to risks.

Performs regular reviews/audits of contracts for mission critical and non-mission critical systems and organizational units within the department to determine timely compliance with policies, procedures, contract terms, new/renewal processing, etc. Collects and reviews information to determine next steps or corrective action. Reports findings to affected contract managers, business units, and upper management. Performs regular follow up to determine when corrective actions are required to support continuous and uninterrupted service (i.e., vendor technical support, maintenance support, product support, product fixes/upgrades/enhancements/new development, state and federal compliance, product delivery, etc.). Assists internal and external departments and companies (i.e., Information Technology, CJIS, Procurement, Finance, Office of the Attorney General, Department of Information Technology, vendors, etc.) with the timely contract life cycle planning from inception through termination.

MINIMUM QUALIFICATIONS

Experience:   Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of professional experience preforming reviews/audit of contracts.

2. One year of professional experience maintaining the standards of contract management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
