Main Purpose of Job

This position reports to the Planning Unit Supervisor. This position supports all efforts related to pre-planned and emergency preparedness planning, including supporting MDEM s activities in the National Capital Region (NCR) by serving on working groups and representing the department as a Special Events Specialist. This position supports MDEMs statewide activities including developing, promoting, and implementing assigned plans, documents, and other materials related to the Maryland Emergency Management System. The position will support Department programs, projects, and activities related to the overall department mission, and may be tasked to support other related department programs, projects, and activities, as assigned by the Preparedness Branch Manager, Consequence Management Director, Deputy Executive Director and/or Department Executive Director. This position will act as the Special Events Specialist in coordination with the Special Events Program Manager. The Special Events Specialist will be the lead for planning and consequence management activities for pre-planned events across the state. This position will support information collection, refinement, and formatting of data for special events and events of mass gathering which will be used to influence planning and posturing for stakeholders. The Special Events Specialist will also support the coordination and integration of public health and medical into overall preparedness and prevention for pre-planned special events and events of mass gathering. In order to fulfill these responsibilities, this position requires strong technical, project management, communication, organizational, presentation, planning, and leadership skills.
NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

MINIMUM QUALIFICATIONS

Experience:   Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

  • The candidate must have one year experience with WebEOC, HSIN, Google Workplace, and Microsoft Office Suites. 
  • The candidate must have one or more years of experience in the fields of Emergency Management or Public Safety.

DESIRED OR PREFERRED QUALIFICATIONS

  •  The candidate must have one year or more experience in special events planning.  
  • The candidate must have one year or more experience in planning environments with diverse levels of stakeholders (non-governmental, non-profit, local government, state government, federal government. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

 Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
