Main Purpose of Job

This position is a managerial level of work within the Talbot County Health Department (TCHD) which promotes the mission of the agency by managing multiple activities related to the achievement of improved holistic health for the citizens of Talbot County, including:

Responsibility for directing public information activities by coordinating communication with media, working with programs to develop key messages and message mapping for services, and providing content and maintenance of communication efforts on various platforms. This position oversees program manager(s) engagement with, and cultivation of community partnerships, as well as, communication policy development. These activities funnel into the larger strategic plan of embedding the health department's messaging as an integral place for our community to access timely health information. 

Direct a major programmatic unit, Prevention & Community Wellness, to include the writing, preparation and implementation of public health grant initiatives to promote health equity and the fostering of community partnerships, specifically targeted to reduce chronic disease, diabetes, and tobacco prevention/cessation in the disparate populations of the county. 

This position includes the supervision of staff and responsibility for a budget. This position is a key member of the senior leadership team and is responsible for ensuring that agency-wide communications and public outreach efforts are coordinated and accomplished in a timely and professional manner.


Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 


1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.


The desired candidate should possess experience with the following:
  • Communication, both verbal and written.
  • Social media platforms.
  • Grant management.
  • Maintaining budgets.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
