Main Purpose of Job

Under the direction of the Chief of Employment Services, this position will support the missions of MSDE by providing high quality, service level driven employment services to all MSDE employees. The incumbent will be the subject matter expert in health insurance, retirement, time reporting and other services needed by the employees. The coordinator will support the chief in implementing training, outreach to employees and will provide the processing oversight and support to the employment services specialists.

POSITION DUTIES

Act as a subject matter expert on health benefits and retirement benefits, leave administration, time reporting and payroll services available to MSDE employees; Coordinates the resolution of related issues with Department of Budget M(DBM), Maryland State Retirement Agency (MSRA) on behalf of employees; Coordinates agency activities related to annual benefit open enrollment and leave bank enrollment; Assist and advice employment services specialists to ensure timely and accurate processing of employee leave forms, advise on eligibility for leave bank; Refer any leave abuse or disability retirement cases to Employee Relation; Assist employees and managers to post accurate time records; Run biweekly verification reports to ensure accurate time reporting such as leave reporting, workers compensation, comp time etc.; Coordinate payroll adjustments with payroll unit;  Create and present periodic seminars on employment services matter to all employee; Implement, integrate any new pay, benefit, leave provisions; Prepares materials for New Employee Orientation (NEO) and makes presentation in NEO as needed; Perform any other duties assigned

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. 

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience. 

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in administering payroll, leave, benefits, and retirement.

Degree in Human Resources or Management. 

Supervisory Experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. The employee will be required to obtain the appropriate benefits, payroll, and retirement certifications by the Department of Budget & Management, Maryland State Retirement Agency or applicable agencies within 6 months.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. 

For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire. 

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
