Main Purpose of Job

The Maryland Army National Guard (MDARNG) Construction and Facilities Management Office (CFMO) Plans and Program (P&P) Branch is responsible for developing, maintaining, and updating the MDARNG Real Property Development Plan, capital plans, facility life-cycle plans, the annual Long Range Construction Plan, state and federal capital programming documents, Installation Status Report, and work with the Real Property Manager with real property accountability. P&P branch is also responsible for coordinating the acquisition and disposal of real property and real property instruments. The Assistant Military Master Planner (AMMP) is responsible for planning and programming fiscal year execution and completion of 420-1 forms for federal and state funding. The AMMP is required to use State and Federal computer programs in the execution of their duties. Plans design in one year and construction one of the following two years. Executes tasks based off of guidance from the Military Master Planner IAW project priorities as established at the installations and CFMO levels. Coordinates extensively with the Design and Project Management State and Federal supervisors to ensure integrated project planning, funds acquisition, and synchronized project programming to project assignment to the Design and Project Management team. Executes Builder system management updates. The AMMP shall be fluent with MS Office, MS SharePoint, and other facility management programs. Leadership in Energy and Environmental Design Accredited Professional (LEED AP), American Institute of Certified Planners (AICP), or related credentials are highly encouraged. The AMMP should be eligible to obtain a DoD “Secret” clearance and must be eligible to obtain a DoD Common Access Card.

POSITION DUTIES

Coordinates with all branches of the CFMO in the execution of projects.

Participates in staff planning for the MDARNG as necessary.

Provides peer reviews when requested or directed.

Provides input in the development of training and environmental documents.

Participates in Planning and Programming Design Charrettes.

Assists with reviews of state documentation to support capital facilities construction plans.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with acquisitions.
One year of experience with real property disposal and real property instruments.
One year of experience with the daily operations and maintenance of real property.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees must be able to successfully complete an Agency and Federal background check.


Some positions in this classification are assigned duties which will require the applicants to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
