POSITION DUTIES

The DPDS-Director of Commitments plans, directs, and administers all aspects of Central Records and Commitments for the Division of Pretrial Detention and Services (DPDS).  The DPDS Central Records and Commitments Department is responsible for processing and maintaining the detainee/inmate commitment records for the Baltimore Central Booking Intake Center, Chesapeake Detention Facility, Maryland Reception Diagnostic and Classification Center, Metropolitan Transit Center, Youth Detention Center, and sentenced inmates for admission to the Division of Corrections (DOC). The DPDS Central Records Department is responsible for processing releases and court appearances for all detainees/inmates that are housed in all the detention facilities.  The DPDS Central Records and Commitments Department is responsible for placing detainers/warrants on all detainee/inmates that are housed in the detention facilities and the Division of Corrections. (DOC) The Central Records Department is responsible for all detainee service information such as visiting, housing etc.

This position is on call 24/7 (including holidays and weekends) to respond to inquiries from the Commissioner of the Division of Pretrial Detention and Services and the Administrative Judge for the Circuit and District Courts for Baltimore City.

Assists the Executive Deputy Director to:

•  Plan, direct and administer all aspects of the Central Records, Division of Pretrial and Detention Services (DPDS) commitment operation.
•  Establish overall policies and procedures for Central Records, Division of Pretrial and Detention Services (DPDS) commitment operation; oversee their implementation and approve major revisions. 
•  Establish overall program goals, standards and controls to meet program objectives and oversee their achievement. 
•  Oversee and manage the personnel, equipment and supply resources.
•  Develop, implement and manage short and long –range plans for Central Records, Division of Pretrial and Detention Services (DPDS) commitment operations and resources. 

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience: Nine years of experience in administrative staff or professional work.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience processing and interpreting commitments from the Circuit and District Courts for Baltimore City, calculating sentenced inmate incarceration time and length of sentence.

2. Experience working with the Baltimore City Police Fugitive Task Force Unit for the extradition of detainees/inmates and National Governor Warrants.

3. Experience reviewing and processing local, state, and federal writs of summons, detainers, warrants, and victim notifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
