Main Purpose of Job

The primary purpose of this lead position is to secure and manage contracts for children in need of residential, treatment, and nonresidential foster care services. This position secures contracts for out-of-home placements and supportive services for children in need of foster care services. In addition, this position oversees all contract management activities designed to strengthen achievement of performance outcomes and assure that the deliverables are met with the Contractors in Maryland and other jurisdictions. This position supports the mission of the agency by securing and monitoring contracts with vendors that provide placement and supportive services that are designed to protect the vulnerable children of the State of Maryland.

MINIMUM QUALIFICATIONS

Experience:  Nine years of experience in administrative staff or professional work.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1.  Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2.  Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal applicant would possess:

Three years of experience preparing and maintaining child welfare contracts.  

Two years of experience leading meetings and making presentations.

Two years of general supervision of staff. 

Intermediate-level skills and proficiency in Microsoft Office applications, G Suite and Google Workspace.

Experience with Maryland’s Child, Juvenile, Adult Service Management System (CJAMS).

THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE DEPARTMENT OF HUMAN SERVICES, SOCIAL SERVICES ADMINISTRATION, CONTRACTS AND PERFORMANCE MONITORING UNIT.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
