LOCATION OF POSITION

This position is with the Maryland Department of General Services (DGS), Office of Capital Grants Loans, located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The primary responsibility of this position is to perform construction site inspections, capital project status assessments, record keeping, contract reviews and audits of completed capital grant construction projects initiated by grant recipients that have been awarded capital appropriated grant funds (PAYGO), which are disbursed by the Maryland Department of General Services.

POSITION DUTIES

Duties for this position include, but are not limited to:
  • Review and evaluate plans and specifications for capital grant construction projects to ensure compliance with the State approved bond bill.
  • Conduct on-site capital project visits during the ongoing construction stage and during the post design and construction phase. Prepare comments and assessments while the capital projects are ongoing and during the completed phase of the capital projects.  
  • Become completely familiar with plans and specifications post-construction to ensure that the completed capital project was performed in accordance with the intended purpose as indicated in the general grant information presented by the grantee and the State legislature approved Bond bill.
  • Review construction invoices and Architectural and Engineering invoices.
  • Review and evaluate plans and specifications for capital grant construction projects to ensure compliance with the state approved bond bill.
  • Visit jobsites to ensure work was performed in accordance with the contract documents and general grant information on file.
  • Conduct on-site capital project visits during the ongoing construction stage and during the post design and construction phase. 
  • Prepare comments and assessments while the capital projects are ongoing and during the completed phase of the capital projects.  
  • Become completely familiar with plans and specifications post-construction to ensure that the completed capital project was performed in accordance with the intended purpose as indicated in the general grant information. 

  • For all assigned capital grant projects, produce accurate and concise inspection reports and special reports as required.

  • Maintain a submittal log of inspections that have been performed and note the findings for each respective PAYGO grant.
  • Record deficiencies that have been found during each inspection.

  • Serve as contact for various internal/external stakeholder program matters and communications.

  • Follow-up and ensure timely correction of noted deficiencies that are identified at capital project sites.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

1. Two years experience performing construction site inspections.
2. Experience with capital project status assessments is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list. 
Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
