LOCATION OF POSITION

This position is located in the Office of State Procurement for the MD Department of General Services, at 45 Calvert Street, Annapolis, MD 21401.

Main Purpose of Job

This position works within the Office of State Procurement’s Maryland Procurement Academy (MDPA), and it will direct and coordinate all MDPA activities for the design, development, delivery, evaluation and ongoing revision for multi-delivery methodology training courses, learning support materials and documentation, certification programs, and eProcurement training and certification programs. The position will also plan, organize, and supervise the work of direct or contract staff working on visual and graphic design, eLearning design and development, MDPA Learning Management System (LMS) course and program creation and management, as well as MDPA LMS instructor training and instructional quality control and user support documentation and training.

The Training and Development Coordinator works together with procurement and other subject matter experts within DGS, OSP and at other state agencies, state organizations, university system, colleges, and state vendors to identify subject matter experts to provide content as well as become Certified Maryland Procurement Instructors. This includes setting the goals and deadlines and overseeing the work of state and vendor subject matter experts to provide content. The position will also support the yearly State procurement conference, implement training program information and communications through multiple channels including the website, and serves as a backup to the Chief Learning Officer.

Duties for this position include, but are not limited to, the following: 

• Manage the design, development, delivery, evaluation and ongoing revisions and updates for classroom, on-demand and online self-paced video or interactive online learning, and blended learning using live and virtual learning in conjunction with the MDPA Learning Management System.
• Assist the Chief Learning Officer in overseeing the Maryland Procurement Academy and serve as a backup as needed for high level functions within the MDPA. Manage the Certified Maryland Trainer program and Subject Matter Experts for content design, review, and evaluation. Serve as an official liaison for MDPA when it comes to coordinating training and learnings needs with other agencies.
• Coordinate and assist with producing an Annual State Procurement Conference and supporting communications to promote and assess the conference. Produce training certifications/continuing education credits for conference participants.
• Work with employees and managers in procurement to promote professional development, as well as agency and interagency program administration. Develop and oversee programs to promote professional development for procurement staff across the State.
• Represent MDPA, OSP, and DGS with State or national procurement and training organizations as requested.
• Other special projects or duties as assigned.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
• Two (2) years of experience designing, developing and delivering classroom, on-demand and online self-paced video or interactive learning programs for adult training and learning purposes.
• Background, education or work experience in education, training, adult learning, or similar.
• Certifications or degrees in instructional technology, education, organizational development, or similar.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification. You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.
