POSITION DUTIES

The Requirements Business Analyst will be responsible for eliciting the detailed business use case and requirements information from the customer agencies supported by the Maryland Department of Information Technology (DoIT). The information elicited will be used by DoIT service teams to identify an appropriate solution to meet the IT needs of the requesting agency.

The DoIT Business Analyst will perform the following:

Analyzes IT solution requests, received from customer agencies, to determine whether sufficient requirements information have been provided. 

Collaborate with customer agencies to further refine IT solution requests to gain understanding of the agency business problem. 

Documents detailed business requirements either as an augmentation to the documentation provided by the sister agency or on behalf of the sister agency if no documentation exists.

Engages with DoIT service teams to resolve any questions or clarifications needed in order to finalize the requirements documentation in preparation of solution analysis and identification and assists DoIT service teams in documenting internal requirements surrounding new DoIT service offerings. 

Facilitates meetings and lead discussions among the customer agency and DoIT service team stakeholder groups with the objective of gaining collective understanding of the IT solution request and works with the customer agency and the DoIT service teams during the solution analysis and identification phase in order to ensure the solution identified meets the customer’s business need.

Facilitates state-wide requirements elicitation in support of the development of DoIT procurements related to new enterprise solutions and supports the IT procurement process by assisting with determining whether DoIT has an existing solution to meet our customer’s needs or whether the agency is best served by proceeding with a procurement.

Makes recommendations to DoIT Leadership regarding the creation of new service offerings based on the needs of customer agencies and supports the DoIT Portfolio Office in its effort to provide detailed information regarding the IT capabilities available through DoIT’s service catalog.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1.  Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Bachelor’s degree in a technology or business-related field.
2. Two years’ experience working as a business analyst in an IT environment facilitating conversations and documenting detailed business requirements to meet the IT end user needs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
