Main Purpose of Job

The Provider Engagement and Policy Manager within the Office of Provider Engagement and Regulation (OPER)’s Office of the Prescription Drug Monitoring Program (PDMP) will direct the daily operations and strategic expansion of programs and requirements within the Provider Engagement and Policy Unit related to educational outreach to healthcare practitioners, including clinical and data tools, and innovative expansion of the PDMP. Major programs overseen by this position include clinical education and outreach including the Maryland Opioid Academic Detailing Program and the development and implementation of the PDMP Strategic Communication Plan. The Provider Engagement and Policy Manager will also direct all technical and programmatic aspects of these programs, including the development of work plans and budgets, tracking expenditures, planning of resources, and management of assets, including procurements. This position will manage legislative and policy priorities for OPER and will be responsible for securing and maintaining relationships and partnerships with internal and external stakeholders to advance the mission and goals of the programs. Additionally, this position will be responsible for extensive federal grant management, including grant writing, budget preparation and management, procurement development and execution, and contract monitoring.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge/experience with public health and controlled substances, program management experience (i.e., developing project timelines and plans creating and maintaining project metrics, tracking mechanisms), grants and budget management experience (i.e., overseeing contracts with vendors, developing federal grant applications and budgets, procurement), experience communicating and presenting to various audiences, and legislative experience (i.e., drafting legislative proposals and representing the office during the legislative session).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
