This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

This position is responsible for the daily administration of the Land and Property Management Team within the Land Acquisition and Planning Unit. The Land and Property Management group is responsible for processing real property transactions involving the Department’s land holdings. These include all lease agreements (long-term, special project, office space, residential, agricultural, and communications towers/antennas); all types of easements (utility, access, and some conservation) land exchanges, and disposals and related documents such as rights of entry; licenses; use agreements; memoranda of understanding; deeds for land exchanges; intra/inter agency agreements, other real property transactions (life estate agreements, razings, sludge contracts, etc.), and the Department’s Resident Curatorship Program. The position relates directly to the mission of the agency by aiding the Department in its stewardship of Maryland’s natural resources, assisting in providing an integrated and self-sustaining network of public lands and open space, and providing efficient and effective operations.


Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.


  • Two (2) years experience in real property management or real estate acquisitions and dispositions; and
  • Two (2) years experience related to real property administration including managing land records and reports.


  • Four (4) years experience conducting deed/title/property and plat records research in connection with real property management and real estate acquisitions/dispositions.
  • Proficiency using Microsoft Office Suite, Google Workspace, Adobe, MDLANDREC or FINDER or equivalent, SDAT Real Property Database, PLATS.NET for data research, management and presentation.
  • Understanding of real estate principles, terms, definitions and legal documents needed to effect real property transactions.
  • Two (2) years experience in the supervision of employees in a real property management, real property, or related setting.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
