POSITION DUTIES

This position assists in the supervision and administration of the mandated missing children program for the State of Maryland. Participates in the formulation of procedures and processes involving the use of social media applications in the notification to the public of missing juveniles, adults, and unidentified persons, as well as specific mandated Silver, AMBER, Blue Alerts for the State. Has full knowledge of mandates governing the dissemination, privacy and security of all information handled. Employee must have advanced knowledge of all aspects of Family Law 9-401through 9-403 to ensure compliance by law enforcement as well as preserving the rights of parents and/or guardians. Must be familiar with local, state, and federal resources that provide services to parents and/or families of a missing person. The employee is responsible for providing administrative support to the operations with the Unit, Section, and Division, and in keeping with the overall operating procedures of the Missing and Unidentified Persons Center. The employee is also responsible for the collection, analysis, and dissemination of criminal intelligence information of a confidential nature in order to provide analytical support for the Computer Crime Section, Child Recovery Unit, and The Internet Crimes Against Children’s Task Force, for whom the Maryland State Police is the lead agency.


Creates, maintains current list, and distributes posters of Maryland’s missing children as well as those thought to be located in Maryland, to include a web-based application, distributes posters via social media, manage, maintain and moderates’ information and posts missing information in Facebook and Twitter applications.

 

Utilizes confidential federal database for the download of cybertips relating to the State of Maryland, reviews this data and determines what region to assign the case for investigation. Reconcile cybertip disposition for the MDICAC.

 

Reviews, researches, and makes appropriate notification for in and out of state missing and unidentified persons; teletypes reference possible matches.

 

Provides analytical support to Section Investigators, researches and prepares statistical reports. Develops criminal profiles on suspects/targets for Investigators.

MINIMUM QUALIFICATIONS

Experience:   Five years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


1. Knowledge and/or experience with the National Center for Missing and Exploited Children's (NCMEC) Cybertip program, which consists of comprehending the written analytical child exploitation reporting via the internet. 


2. Knowledge and experience with utilizing and navigating through law enforcement databases, such as METERS, NCIC, & NLETS.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be place on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
