Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is the designated State survey agency in Maryland. OHCQ issues licenses, thereby authorizing the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and, provides technical assistance to providers, consumers, and other stakeholders. 

This position will review and determine the triage category of a complaint or facility-reported incident, therefore setting the priority level for the timing of the investigation. This position will obtain essential information about a complaint(s) through a comprehensive phone or in-person interview. This position will then proceed to review the facility-reported incident(s), in order to ensure that the initial complaint(s) is entered into the system and distributed to the Coordinator in a timely manner. 

This position will be responsible for completing the initial review and processing of certain licensure, certification, and permitting activities. This position will also be responsible for processing certain administrative requests from providers, as well as for providing technical assistance and consultation. Additionally, this position will respond to inquiries from walk-ins, phone calls, emails, and faxes. Finally, this position will develop flow charts and written procedures related to triage and administrative processes, while actively participating in the strategic planning process. 

All of these activities will directly support OHCQ’s mission to protect the health and safety of Marylanders across the health care continuum. This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State or remote work site, based on the agency’s needs.

MINIMUM QUALIFICATIONS

Experience: Five years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university, at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations, or analysis of operational programs or procedures with recommendations for improvement, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience inputting, analyzing, and/or reporting data management. He/she should also have experience interpreting laws, rules, regulations, and procedures while reviewing a complaint or incident reported at, or by, a healthcare facility.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
