Main Purpose of Job

Under the general supervision of the Director of the Bureau of Systems Modernization and Information Analysis of the Family Investment Administration (FIA), the incumbent in this position manages the Work Program Systems, also known as WORKS. WORKS facilitates data collection and reporting for Temporary Assistance for Needy Families (TANF) federal reporting, Family Investment Program (FIP) Performance Measures and Supplemental Nutrition Assistance Program Employment Training Program (SNAP–ET) programs. Managing WORKS includes the oversight of system development, daily operations, maintenance, and monitoring local department operation of the system, troubleshooting and the production of reports and analyses from that system for local department and central office use. 

The incumbent is responsible for providing support to ensure that WORKS information is integrated into a wide variety of management reports, including MFR and FIP Performance Measures, and the submission of timely, accurate, and complete data to the United States Department of Health and Human Services (HHS) on the TANF program and federal High Performance Measures. Additionally, the incumbent participates in the continuous development of the WORKS system which includes enhancements to integrate the following systems: CARES, Eligibility & Enrollment, CCATS (a system administered by the Maryland Department of Education - MSDE), Knowledge Base (DHS’s LAN/WAN) and every other system that affects FIA programs or their administration. WORKS enhancements include maintaining a sanction tracking system, that aids case managers in their efforts to limit customers to one lifetime work program conciliation, to avoid continuing TCA payments to otherwise sanctioned customers. WORKS will be programmed for upload and download capability with the State’s child care voucher system, CCATS. The incumbent will negotiate this capability with MSDE management. Currently the WORKS system will be upgraded with an online assessment system that will provide the state with more concise data to achieve the agency’s mission.

ExperienceEleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.


1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

One year of experience partnering with internal and external stakeholders in the development, implementation of system enhancements.

One year of experience using Microsoft Office Suite Word Suite computer software such as Word, Excel, or PowerPoint.

A bachelor’s degree from an accredited college or university.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
