Note:  Statewide travel is required (Department vehicle provided).

Main Purpose of Job

This position will serve as the manager for field, regulatory and emergency readiness and response regionally and of the Poultry and Swine Programs, which includes oversight of the National Poultry Improvement Program, Live Bird Markets, advisor for Notifiable Avian Influenza, and implementation of regulations, importation and disease management for Swine. As a field veterinarian, primarily serves to prevent introduction of infectious diseases among Maryland's agricultural poultry and livestock by enforcing animal health regulations, providing diagnostic and investigative services and by educating animal producers, exhibitors, and veterinarians on disease control.

POSITION DUTIES

Statewide Poultry Program Manager:  Serves as advisor to the Chief, Animal Health for matters pertaining to poultry health and regulatory programs in the State, particularly regarding Avian Influenza and other notable infectious or contagious diseases of concern.  Under the direction of the Assistant Chief, Field Service, coordinates MDA field and monetary assets in support of poultry health programs.  Represents the Agency to external groups and serves as an advisor to manage federal cooperative agreements.

Field Veterinarian:  Responsible for implementation of Animal Health regulatory, emergency, and other field services. Supervises field staff, provides justification for budgets and other assigned resources.  Provides oversight for the Swine program regarding implementation of federal and state regulations, importation, and disease management.  Duties are performed at auction markets, fairs & shows, other facilities or premises where animals are kept, sold, or moved.  Leads field activities including inspection and enforcement.

Relief Pathologist:  If contract of federal Pathologist/Poultry Specialist is not available, performs as Relief Pathologist.  Responsible for the delivery of full-service poultry diagnostics and delivery of partial service diagnostics for livestock.

MINIMUM QUALIFICATIONS

Education:    A Doctor of Veterinary Medicine degree from a college or university accredited by the American Veterinary Medical Association or its equivalent.

Experience: Three years of general veterinary medicine experience, at least one year must have included field experience involving inspection, diagnosis or treatment of a variety of animal types.

Notes:

1. Candidates may substitute the possession of a Doctor of Philosophy degree or Doctor of Science degree in pathology or microbiology or Board certification by the American College of Veterinary Pathologists or Veterinary Microbiologists for two years of the required general experience.

2. Candidates may substitute the possession of a Master of Science degree in pathology or microbiology for one year of the required general experience.

3. Total allowable substitution under notes# 1 and 2 is two years.

4. Candidates may substitute U.S. Armed Forces military  service experience as a commissioned officer in veterinary preventive medicine classification or veterinary preventive medicine specialty codes in the veterinary medical science field of work on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Type 1 or Type 2 USDA Accredited Veterinarian.

Avian veterinary experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
