Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB)'s mission is to protect, promote and improve the health and well-being of all women, newborns, children, and adolescents in Maryland. MCHB programs and activities strive to strengthen and support the maternal and child health infrastructure, in order to ensure the availability and accessibility of preventive and primary care services for women, children and adolescents.

This position will provide administration for the Maryland School-Based Health Center (SBHC) Program. This position will administer the Maryland SBHC Program grants, as well as implement the SBHC strategy and work plan. This position will also coordinate a range of planning activities, while promoting collaboration and the sharing of technical assistance across SBHC program sites.

In addition, this position will facilitate the collection of data, in order to inform further program development. Furthermore, this position will work with the Maryland SBHC Program Team to develop applications sponsored by the SBHC agency, as well as to review application submissions, review proposed budgets, and develop standard grant agreements. Finally, this position will monitor sponsoring agency expenditures and process invoices over the course of the grant.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience monitoring grants and/or contracts, as well as experience preparing budgets. The desired candidate should also have experience overseeing the administration of a health-based program.
