Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB) seeks a dynamic and detail-oriented Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Assistant Manager to provide leadership, project management and fiscal oversight, in order to eliminate disparities and improve maternal, infant and child health outcomes. The mission of the MCHB is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in Maryland. Our initiatives strive to strengthen and support the maternal and child health system of care, in order to ensure the availability and accessibility of high-quality preventive, primary and specialty care services.

This position will provide managerial oversight to the MIECHV team and support the development and implementation of a strategic plan for maternal, infant, and early childhood home visiting. This position will work in collaboration with a team, including the position’s two direct reports. This position will also manage four federal grants and be responsible for day-to-day management of the federal budget, program deliverables, procurement, and grant reporting and applications.

Additionally, this position will be responsible for developing and implementing work plans for each federal grant, along with tracking expenditures on each award, in collaboration with a team. Finally, this position will develop, implement and improve systems for project and budget management, in addition to other relevant processes.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have supervisory experience, as well as experience managing projects, including budgets and work plans. He/she should also have professional experience in the Maternal and Child Health field. Additionally, the desired candidate should have experience overseeing grants.
