Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB)'s mission is to protect, promote and improve the health and well-being of all women, newborns, children, and adolescents in Maryland. MCHB programs and activities strive to strengthen and support the maternal and child health infrastructure, including ensuring the availability and accessibility of preventive and primary care services for women, children, and adolescents.

This position will provide high-level administrative support for the Maryland Family Planning Program (MFPP). This position will administer the MFPP grants, as well as lead procurement efforts and serve as the Contract Monitor for all vendors. This position will also manage grant reporting, applications, and the dispensation of funds.

In addition, this position will work with the MFPP team to develop applications; review application submissions and proposed budgets; and, develop standard grant agreements. From there, this position will monitor sponsoring agency expenditures and process invoices over the course of the grant. Finally, this position will develop, implement and improve systems for project and budget management, along with other processes, where relevant.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience managing projects, including federal grants and the monitoring of work plans or sub-recipients. The desired candidate should also have experience managing and developing budgets, including tracking expenditures. Finally, the desired candidate should have professional experience in the Maternal and Child Health field.
