Main Purpose of Job

This position will serve as the Direct Services Lead in the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Cancer Prevention and Control (CCPC)’s Cancer Screening Programs Unit. This position will lead all technical and programmatic aspects of direct cancer screening for the unit, including the planning of resources; the development of work plans and budgets totaling $11 million; the tracking of performance and expenditures; and, the management of assets, including procurements.

This position will provide day-to-day operational direction of all activities related to direct cancer screening, including grants funded by the Cigarette Restitution Fund-Cancer Prevention, Education, Screening, and Treatment (CRF-CPEST) Program, as well as the Breast and Cervical Cancer Program (BCCP). Multiple staff members in the CCPC will serve as Grant Monitors for the direct screening grants. This position will be responsible for a variety of tasks, including the development, implementation and evaluation of policies and procedures, in order to ensure program quality, consistency and compliance across the grants.

This position will also be responsible for assigning and reviewing the work of Grant Monitors, as well as for providing regular training and guidance to Grant Monitors on topics which cover all program functions (e.g., clinical; fiscal; administrative; education and outreach; data; and, evaluation). Finally, this position will directly supervise four staff members, including a Program Coordinator, two Nurse Program Consultants, and a Health Educator.


Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.


1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.


The desired candidate should have professional experience with the State of Maryland procurement process and/or experience managing grants and contracts. The desired candidate should also have experience developing and monitoring budgets.
