Main Purpose of Job

This position is responsible for development, coordination and monitoring of OHEP vendor agreements. This position manages procurement of all Office of Home Energy Programs (OHEP) contracts and agreements, develops contract performance and acceptance standards, payment terms, contract modifications, conducts fiscal and contractual monitoring of utility vendors and local agencies, prepares written reports to document contract compliance by the State, local agencies and vendors, assists in the preparation of state and federal plans to secure annual program funding and acts as vendor relations manager for bulk fuel and utility vendors. The incumbent of this position is responsible for soliciting, negotiating, initiating and processing of local agency vendor contracts, modifications and renewals and acts as a liaison between the local bulk fuel and utility vendors as necessary; monitors vendor activities and adherence to State policy and procedures; prepares various monthly legislative and analytical reports; attends appropriate hearings and work group meetings as it relates to vendor issues; and also assists and conducts monitoring visits to local bulk fuel and utility vendors and local OHEP Administrative Agencies. This position will verify Minority Business Enterprise (MBE) participation; evaluate vendor performance against terms and conditions of the contracts and recommends corrective actions if necessary, such as withholding payment or termination of contract; implements revised policies, procedures and standards. In addition to maintaining appropriate standards of vendor agreement management and compliance, the Low-Income Household Water Assistance Program will add more than fifty additional utility vendors requiring contract management and oversight.

MINIMUM QUALIFICATIONS

Experience: Four years of professional contract management experience or professional procurement experience and Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for four years of the required experience.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience interpreting and applying State and/or Federal laws, regulations, policies, and procedures for a human services program.

One year of experience tracking performance measures. 

Two years’ experience managing procurement contracts and agreements.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
