Positions are available within the Office of State Procurement for the Maryland Department of General Services, located in Annapolis and Baltimore City.
The successful applicants will be placed in either the Goods & Services, Construction/A&E, or the IT/Services units of the Office of State Procurement


This position is responsible for soliciting, evaluating and awarding Statewide contracts according to State procurement laws, procedures and regulations, as well as maintaining contracts by assuring compliance with terms and conditions. Utilizes procurement expertise and skills by editing solicitations, contract specifications and other related contract documentation as needed, scheduling and conducting pre-bid meetings, determining recommendation of awards to the Board of Public Works and the Departmental Procurement Review Board, preparing of approval documentation, handling contract disputes, correspondence, file maintenance, bidders list maintenance and other related administrative duties. This position also verifies bidder references, communicates with contractors and agencies regarding information.

Duties for this position include but are not limited to:
• Responds to questions from contractors, State agencies and the public. Contacts contractors to supply information regarding solicitations and contract awards. Drafts original follow-up correspondence, as necessary, to inform bidders of any deficiencies in their submissions.
• Responsible for bid opening and reviews and evaluates the bid tabulation. Creates Blanket Purchase Orders (BPO) utilizing the Financial Management Information System (FMIS). Revises the standard language, line item information pertaining to award and BPO. Also, responsible for posting awards on eMaryland Marketplace Advantage (eMMA).
• Consults with user agencies and contractors to facilitate the processing of solicitations and contracts in an efficient manner. Contacts agency officials to request fund certification, pricing selection waiver, verification of information and other necessary backup documentation. Serves as liaison with agency officials, advising on policies and regulations of the Board of Public Works, Departmental Procurement Review Board and COMAR regulations. Develops, prepares and maintains automated and manual record keeping systems for vendors, procurement records, contract correspondence and associated reports.
• Creates contracts, contract renewals, and contract modification award documents for approval. Keeps track of timetable for agenda items for review, approval, necessary authority signatures in order for initiation of work for submittal to the Board of Public Works (BPW) and/or the Departmental Procurement Review Board (DPRB).
• Resolves protests and disputes between agencies, DGS and contractors. Maintains current and working knowledge of procurement laws, codes, policies, procedures and objectives. Determines proper resolution within established guidelines and regulations.
• Provides copy of specification and forward MBE Goal Form with a recommended MBE goal to the Procurement Review Board (PRG).


Experience: Six (6) years of experience, to include two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, and an additional four (4) years of professional contract management experience or professional procurement experience. ** See substitution #1 below if you have a Bachelor’s degree.
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, for the required experience above. 
2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience above.
3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year, for five years of the required experience. 
 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.


Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 
• Experience in private or public sector contract administration, purchasing and vendor management.
• Experience soliciting and managing contracts for various categories of goods and services.
• One (1) year of experience using a Financial Management Information System (FMIS).
• Experience with bidding and purchasing procedures.
• Experience with governmental purchasing.


1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.
