Introduction

The Maryland State Retirement Agency (“Agency”) is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit pension plan covering governmental employees within the State of Maryland. The System has over 400,000 participants (customers), including 192,000 members who are actively employed and enrolled, 170,000 payees who receive a monthly retirement benefit payment, and 40,000 vested members who are no longer actively employed but who have earned a benefit that will become payable at a future date.

The Agency seeks to hire a Procurement Officer II to demonstrate the full performance level of professional work in the procurement of commodities, services, and supplies for the Agency. SRA utilizes the full gamut of State procurement methods to satisfy the Agency’s procurement requirements, which include a wide variety of service requirements. These methods include: the utilization of statewide master contract vehicles; the utilization of the Maryland Works Program; the advertising of procurement opportunities via solicitations to the vendor community; Sole Source procurements. Many of the Agency’s contracts represent multi-year agreements. Some of these agreements are valued in the millions of dollars. 

In addition, many of these agreements involve the handling of personal identifiable information by the contractor, necessitating an additional level of concern and care regarding how these procurements are processed. Therefore, the ideal candidate for this position will possess a broad range of procurement experience, and the ability to adequately consider all of the relevant factors regarding the Agency’s procurement requests.

Main Purpose of Job

The main purpose of this job is to assist the Senior Procurement Officer in managing the full scope of the Agency’s procurement activities in accordance with COMAR Title 21. This includes processing both small and large procurements utilizing the following procurement methods: Corporate Purchasing Card; Information Technology Purchase Order Requests for Proposals (PORFPS); Statewide Contracts; Preferred Provider Purchases; Task Order Request for Proposals (TORFPS); Sole Source. This is the lead level of professional work in the procurement of equipment, services, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

POSITION DUTIES

The successful candidate will be responsible for the following:

*Reviews and analyzes purchase requisitions to determine the most appropriate procurement method to utilize. 
*Processes requisitions timely. 
*Maintains procurement tracking application by inputting data timely. 
*Utilizes the Corporate Purchasing Card to procure commodities, services, and travel related accommodations for Category I procurements. 
*Procures Category II and Category III Small Procurements, competitively, in accordance with COMAR Title 21. 
*Utilizes the Department of Information Technology's statewide master contracts to process Purchase Order Requests for Proposals to acquire information technology related commodities and services. 
*Utilizes the Department of General Services' statewide master contracts to procure commodities and services.
*Utilizes the Department of Budget and Management's statewide master contracts to procure services utilizing their Task Order Request for Proposals process. 
*Processes procurements utilizing Preferred Provider vendors, as defined in COMAR, including vendors under the "Maryland Works" umbrella. 
*Develops solicitation documents and manages the advertisement of procurement opportunities. 
*Examines bid proposals to determine issues of responsiveness and responsibility, and the need for additional information. 
*Oversees the evaluation process and contract award. 
*Assists with, or conducts, bidder debriefings. 
*Prepares documents for Board of Public Works contract approval requests. 
*Confers with the Agency's Assistant Attorney General's Office regarding bid irregularities, document legal sufficiency, bid proposal issues that require cure, vendor agreements, vendor compliance or appeals, and Public Information Act requests.  
*Conducts pre-bid/pre-proposal conferences and site inspections.  
*Assists with MBE, SBR, VSBE, and Preferred Provider reporting requirements. 
*Performs other duties as assigned.

MINIMUM QUALIFICATIONS

                                                        Procurement Officer II- Option 1            

Experience: Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

                                                        Procurement Officer II- Option 2            

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

The ideal candidate should have most of the following preferred qualifications:
*Three years of knowledge and experience working with the statewide Financial Management Information System (FMIS) ADPICS. 
*Two years of experience in processing “Purchase Order Requests for Proposals (PORFPs)” utilizing the Department of Information Technology’s master contract vehicles. 
*Two years of experience creating direct purchase orders, blanket purchase order, and change orders. 
*At least six months of experience processing procurement requests utilizing the State’s “Maryland Works” program; 
*One year of experience processing Corporate Purchasing Card transactions for commodities, services, travel, and travel accommodations.
*One year of experience processing procurement requests utilizing Department of Budget and Management and Department of General Services’ statewide contract vehicles.

The ideal candidate should have:
*Experience that demonstrates an understanding of Title 21 in COMAR, as it relates to the appropriate methods for procuring both small and large procurements of commodities and services.
*Demonstrated experience processing large procurements (>$50K). 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
