Main Purpose of Job

This position is the managerial level of professional work for State agency positions in the procurement of equipment, services, construction, supplies, information technology, and other needs which must be obtained through the competitive procurement process, negotiated procurement process, and other procurement methods. This position provides expert agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations. This position provides managerial supervision to four (3) Procurement Manager Is and indirect supervision to lower-level Procurement Officers ranging from PO I-III and various Administrator classifications.

The Office of Contract Management and Procurement (OCMP) has reorganized its current staffing structure and created five (5) new operational units within the administration. The goal of this reorganization is to enhance and improve service delivery, efficiency, and effectiveness. The newly established operational units are the Medicaid Procurement Unit, Commodities Procurement Unit, Services Procurement Unit, the Inter-Agency Agreements/Memorandum of Understanding/Grants Management (IA/MOU/Grants) Unit, and the Contract Management Unit.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Eight (8) or more years of experience with public procurement, including three (3) years of supervisory experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
  • Experience with Annotated Code of Maryland governing State procurement procedures, COMAR, and other State of Maryland regulations, policies, and procedures is preferred.
  • Certification as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), and/or Certified Maryland Procurement Officer (CMPO) is strongly preferred.
  • Experience leading teams overseeing diverse project portfolios is strongly preferred.
  • Experience managing complex procurements is strongly preferred.
  • Excellent oral and written communication and customer service skillsets.
  • Ability to work independently in a very fast-paced environment and multi-task. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification, who have not already done so, must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
