Main Purpose of Job

The Director of Quality and Performance Improvement is responsible for the ongoing and continuous review, management and oversight of the Hospital's and Nursing Home's Quality Assurance and Performance Improvement (QAPI) Program and Plan. This position guides the Hospital and Nursing Home departments to improve Quality and Safety according to Centers for Medicare and Medicaid Services (CMS), COMAR, MDH Office of Health Care Quality (OHCQ), The Joint Commission (TJC), and Commission on Accreditation of Rehabilitation Facilities (CARF). The overall goal is to increase quality and safety and reduce harm to all stakeholders within the facility.

This position is also responsible for the management and supervision of the facility’s Risk Manager and Risk Management Program/Plan to continuously assess and reduce risk. This position is a member of Leadership Council and provides executive level reporting to the Governing Body in coordination with the Chief Compliance Officer/Nursing Home Administrator.

NOTICE: Federal COVID-19 Vaccination Requirement for Certain Maryland Department of Health (MDH) Employees 

Per the emergency regulation issued by the U.S. Centers for Medicare & Medicaid Services (CMS) (86 FR 61555), and as permitted to go into effect by the U.S. Supreme Court on January 13, 2022, all staff at the Maryland Department of Health’s CMS certified health care facilities are required to receive either a first or single COVID-19 dose and provide proof of their vaccination status by January 29, 2022. If selected for this position, candidates will be required to provide proof of vaccination status or have an approved religious or medical exemption prior to appointment.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work for the required experience. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The selected candidate must possess one (1) year experience in a healthcare setting.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess a Bachelor's degree in a clinical field or quality assurance and possess experience in a skilled nursing/long-term care facility.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
