Introduction

The Maryland Department of Labor, Division of Workforce Development OWIP unit, is accepting applications from qualified applicants for the position of Administrator V.

POSITION DUTIES

The primary purpose of this position is manage, direct and oversee the work and staff performing the data collection, coding, analyses, estimation, research, interpretation, reporting and dissemination of information associated with bureau of labor statistics (BLS) programs: quarterly census of employment and wages (QCEW), local area unemployment statistics and occupational employment statistics and (OES) within the office of workforce information and performance (OWIP). The position is responsible for program management, direction, planning, deliverables, data quality, data accuracy and timeliness. The position participates in strategic planning, oversees human resource management functions and assists in managing programmatic resources. The work performed by the position has significant economic, political and financial impact for the state, the department and other governmental entities.

Under the direction of the LMI manager/chief economist, this position oversees, manages, develops and directs: data collection, data quality, estimation, reporting, dissemination of information and program deliverables for the BLS programs. The position is responsible for managing data collection protocols, estimation methodologies, quality standards and timelines and for ensuring that the work is completed in a timely and accurate manner. The position collaborates with administration, managers, supervisors, staff and colleagues (internal and external) to develop and produce data and analyses used in informational products. The position is responsible for ensuring the timeliness and accuracy of information for state and sub-state areas. The position is responsible for accuracy, timeliness and appropriate interpretation of BLS information and for quality assurance of BLS data and information supplied.  The position will monitor the BLS federal/state cooperative agreements and ensure that deliverables are met and that resources are appropriately utilized.  The position is responsible for managing and participating in the recruitment, selection, training, career development, counseling, disciplining and evaluation of employee performance.  The position is responsible for managing, overseeing and ensuring compliance with state and department human resource policies and procedures.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work for the required experience. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Two (2) years of experience in a management position.

DESIRED OR PREFERRED QUALIFICATIONS

- Programming experience; database management experience, data security experience.

- Familiarity with the BLS data and BLS programs through 4+ years of professional experience. 

LIMITATIONS ON SELECTION

This position is limited to MD Department of Labor - Office of Information & Performance employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
