This position works within Research as a Junior Business Data Analyst. Candidate will serve as the main point of contact (POC) between Research and IT for the ongoing development and completion of Data Warehouse called DIPPER. Position will be responsible for initial reviews of ETLs from source data into DIPPER as well as program data reconciliation in comparison with those in the DIPPER.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.


This position works within Research as a Junior Business Data Analyst. Candidate will serve as the main point of contact (POC) between Research and IT for the ongoing development and completion of Data Warehouse called DIPPER. Position will be responsible for initial reviews of ETLs from source data into DIPPER as well as program data reconciliation in comparison with those in the DIPPER. 

Qualified candidate will be the initial and main POC for incoming/outgoing data for Department. Will extract, scrub and analyze DHCD data for program reporting as well as from a myriad of relevant data for Economic, Housing and Demographic data as needed for analysis and reporting. 

Candidate in this position will also be responsible for the extraction and update of all data sets such Moody’s, Decennial Census, American Community Survey, CHAS and HMDA, PUMs, CoreLogic Market Trends and Trac data monthly, quarterly and annually for Shortage Report, Penetration Reports and other reports as required. 

Candidate will assist Senior Analyst and Senior GIS Specialist with data sets required for all standard reporting for Research as well as for working in coordination with Director to update Annual Report tables, Economic Impact worksheets and uploads for Clean Data. 

Candidate will be a self-starter and be able to establish methodology for projects requiring training for mainly internal data familiarity. Position will be required to use intermediate to advanced skills in Access and Excel to dissect large datasets required for a study/project in order to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors.


Experience: Six years experience in administrative staff or professional work. 


1. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience. 

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.


  • Intermediate to advanced operation with Microsoft Office, particularly, Access and Excel
  • Advanced writing skills 
  • Knowledge of GIS software
  • Knowledge of SQL, Python and data visualization tools (PowerBi, Tableau)
  • Bachelor’s degree in economics or finance


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
