Introduction

The Maryland Department of Labor is accepting applications for the position of Administrative Officer II within the Division of Financial Regulation. This position furthers the mission of the agency by providing direct support for the outreach, education, training, communication, policy development, legislative response, data analysis, and reporting needs of the Office. This is a Contractual Position.

Main Purpose of Job

The main purpose of the Outreach and Education Associate position in the Office of the Commissioner of Financial Regulation (OCFR or Office”) is to provide staff support to the Assistant Commissioner, Director of Outreach and Education, Director of Legislative Response & Special Projects, and Director of Trend Analysis & Reporting, as well as the Student Loan Ombudsman (SLO) in the Policy and Consumer Services (P&CS) Unit.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Distribute external Office email communications, including but not limited to advisories, notices, alerts and announcements;
  •  Submit website revisions and updates to the Maryland Dept. of Labor’s Webmaster;
  •  Draft social media content promoting the work of the Office;
  •  Draft content about the Office for the Maryland Dept. of Labor’s internal newsletter;
  •  Assist with the formatting and design of outreach materials, presentations and other collateral;
  •  Assist with the development and production of the Office’s outreach and training events;
  •  Assist with drafting financial education content for the website and consumer outreach materials

MINIMUM QUALIFICATIONS

Experience:  Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year for up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

  • Associates or Bachelor’s degree in Communication, Marketing, Public Relations, English, Education, Public Administration, Public Policy, or a related field.
  • Experience using basic graphic design skills to create printed and electronic educational materials, including social media content, electronic newsletters, brochures, presentations, surveys, and/or forms.
  • Experience using Microsoft Office, Google Suite, Adobe Acrobat DC, Canva, GovDelivery, and/or Go To Webinar.
  • Experience working in the fields of financial education or personal finance.
  • Ability to speak and write fluently in Spanish.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DL/DUI) to determine whether any monies are owed to DL/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified, or Qualified. The certified list will be used by The Department of Labor for a period of one year.

BENEFITS

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
