Introduction
The Maryland Department of the Environment (MDE) is charged with protecting and preserving the State's air, water and land resources and safeguarding the environmental health of all Maryland’s citizens. The Maryland Department of the Environment is seeking applicants to fill an Administrative Officer II position within the Land and Materials Administration/Mining Program. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
The Mining Program eliminates health and safety
hazards from abandoned mines and restores degraded land and water resources. To
accomplish this, construction, commodity and service contracts are developed
annually using a variety of State and federal funds. This involves preparing
federal grants and reporting documents, performing complex project development
including design, permitting, NEPA compliance, implementing and managing
construction, service and commodity contracts, performing construction inspection
and post-construction monitoring, and maintaining project/contract files. The
AML Division operates and maintains 60 acid mine drainage treatment systems
located throughout the coal region, generates a large amount of water quality
data, and maintains/develops a GIS and databases for abandoned mine information
that is used for internally and for public information.
The Administrative Officer II position will provide administrative supports to the Mining Program by developing management tools, procedural manuals, reports and charts to track project development, ensure files are complete, and record and distribute pre-bid meeting, pre-construction meeting, and progress meeting minutes. The incumbent will develop reports for internal use, MDE headquarters, federal partners, and other agencies/groups as needed.
The incumbent will regularly use independent judgement and analysis while applying and interpreting complex
administrative plans and policies to perform grant, procurement, budgetary, and
administrative functions. The incumbent will also accomplish its purpose
through a variety of administrative functions that supports the Mining Programs
Administrator, Regulatory and Compliance Engineers,
Geologists and Natural Resources Planners.
The incumbent will work directly with procurement officers at DGS
and MDE/OSA, to review and prepare bid documents, track the status of pending
procurements, and resolve procurement issues and/or coordinate their
resolution. The incumbent will have access to FMIS for BPO/PO tracking and for
entering requisitions. The incumbent will also assist in tracking federal grant
budgets, expenditures, and balances.
MINIMUM QUALIFICATIONS
Experience: Six years experience in administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year for up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is
preferred that the selected candidate have the following:
- Proficient in the Microsoft Suite programs primarily Word and Excel.
- Experience using spreadsheets to track expenditures, manage data, and create reports.
- Experience using spreadsheets and /or databases tracking and managing multiple annual projects.
- Experience working with technical professional, such as engineers, geologists, and environmental scientists.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
