Main Purpose of Job

The position of Environmental Manager Western Region has Maryland Army National Guard (MDARNG) site statewide impact with responsibility for planning, directing, developing, implementing and promoting the activities of all aspects of the MDARNG Integrated Pest Management Plan (IPMP). This position will assist with the management of a variety of environmental topics including AST/UST and hazardous waste at all MDARNG sites. The incumbent acts as a technical advisor to the Adjutant General of Maryland and the MDARNG in matters pertaining to environmental topics and as a statewide project manager of the IPMP. This incumbent works as the environmental assessment principle who provides an on-site assessment capability for Maryland Army National Guard installations and sites supported with Federal and State funds. Functions include monitoring Maryland Army National Guard Environmental Programs and insuring adherence to federal, state, NGB, local environmental laws, polices and regulatory guidance. This position also supervises environmental personnel. The incumbent functions as the Environmental Point Of Contact (POC) for the Western MDARNG sites, as defined on the most current version of the MDARNG site Environmental POC map. The incumbent will provide oversight, technical advising and/or act as a liaison, facilitating communication between the site personnel or appropriate contact to the applicable environmental topics project manager in the case where the incumbent is not.

POSITION DUTIES

The incumbent will function as the Statewide Project Manager or assist the Statewide Project Manager, ultimately responsible for all applicable MDARNG sites statewide, for compliance to federal, state, NGB, local environmental laws, policies, regulatory guidance. The incumbent will develop/ provide/ enter/ensure proper record keeping, submit required reporting, registrations and project funding budget requirements for the following topics listed below:


-Integrated Pest Management Plan

-Scrap Tire Reports

-ISR, AIMS ENV Work Orders, ALL Star, Swarweb and SRM/MILCON review

-Assist* AST/UST management

-Assist* Hazardous material/waste storage and management/Tier II reporting

-Assist* MDE Biennial Hazardous Waste Reports

-Assist* Asbestos environmental management

-Assist* SPCC 

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Four years of professional experience in research, analysis and evaluation of natural and human ecological or environmental resources.

Notes:

1. Candidates may substitute possession of a Master’s degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for one year of the required experience.

2. Candidates may substitute possession of a Doctorate degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with Hazardous Material management, Tier II reporting, SPCC plan creation, pesticide/herbicide application management or environmental compliance inspections

One year of experience managing or supervising staff from a geographically distant

One year of experience or knowledge of field surveys

One year of experience writing reports

One year of experience conducting research

LIMITATIONS ON SELECTION

Employees must be able to successfully complete an Agency and Federal background check.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
