Main Purpose of Job

This position is responsible for collecting, managing, organizing, analyze, and report on child welfare and adult services data for research, evaluation, and quality assurance. This is a high level position requiring skill in data management, organization, and analysis, including knowledge and experience in using Structured Query Language (SQL) and statistical software such as SAS (Statistical Analysis System). Working knowledge of geo-mapping software. This work includes ongoing data analysis, report development and maintenance, report writing, development and analysis of federal, State, and Department indicators. Assists DHS and SSA leadership by providing or coordinating the production of timely and accurate data on child welfare/adult services clients, practice, and outcomes, for DHS/SSA leadership to make informed program, budget, and other decisions.  Works closely with the CJAMS/MDTHINK technical/report team, the research experts from the University of Maryland and other research/educational institutions.  Additionally, this position requires collaboration with federal partners at the Administration for Children and Families (Health and Human Services) and several National Resource Centers, as well as to be available to work on special projects with the Secretary of DHS, DHS Communication’s Director, SSA’s Executive Director, and other State leadership.

POSITION DUTIES

  • Develops and maintains data and indicators used for State Stat, Child Welfare Results Report, Adult Services Reporting, and Quality Assurance using spreadsheet, database, statistical, and geo-mapping (preferred) software. 
  • Modifies or creates new CJAMS Business Objects reports using SQL and Business Objects reporting tools.
  • Develops and maintains data required for interagency projects using SQL and Business Objects reporting tools. 
  • Coordinates data collection, clean-up, analysis, and submission for interagency data management and reporting projects (e.g. the Governor’s Office for Children for the Out of Home Placement Joint Chairman’s Report/ State Resource Plan, Children’s’ Services Outcomes Measurements System, Public Safety data coordination).
  • Provides training and technical assistance to state and local partners on data collection, management, analysis, and reporting via the state/local Reports Workgroup.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree from an accredited college or university.

Experience: Two years of experience in advanced-level SQL and statistical software, and four years of experience performing complex analytical studies of organizations, work processes and management functions at the headquarters of a secretarial-level state department or independent agency, one year of which must have been in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Advanced-level SAS skills preferred.  

2. Intermediate-level skills and proficiency in MS Excel, Access, Word, and PowerPoint

3. Two years’ experience in human services, child welfare, adult services, child serving agencies and governmental practices.
