Introduction

The Maryland Department of Labor is accepting applications for the position of Licensing and Regulation Investigator II within the Division of Occupational and Professional Licensing. This position is responsible for gathering facts, and to prepare investigative reports to aid in the resolution of complaints filed with the Maryland Real Estate Commission by consumers against real estate licensees. This position also requires providing testimony in administrative hearings and on occasion testimony in criminal prosecutions. This is a Contractual Position.

Main Purpose of Job

The purpose of this job is to gather facts, and to prepare investigative reports to aid in the resolution of complaints filed with the Maryland Real Estate Commission by consumers against real estate licensees. The position also requires providing testimony in administrative hearings and on occasion testimony in criminal prosecutions.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Investigates real estate complaints filed by consumers against real estate licensees, using interviewing skills and techniques, a thorough knowledge of real estate practice, real estate laws, real estate documents, meets with the parties to complaints, prepares a thorough written report of findings, responds to telephone inquiries and manages an investigative case load.
  • Meets with Department counsel to review claims, complaints and investigative reports to ensure that all pertinent documentation is included.
  • Testifies at administrative, regulatory hearings, civil trials and criminal trials representing the Maryland Real Estate Commission
  • Maintains daily case logs, updates case files/database; weekly itinerary; monthly statistics and expense reports. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations of alleged non-compliance with state laws and regulations, which govern the licensing and practices of business occupations and professions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience with prior law enforcement
Experience investigating complaints
Experience in administrative, civil and/or criminal hearing
Experience conducting thorough investigations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified, or Qualified. The certified list will be used by Maryland Department of Labor for a period of one year.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
