Main Purpose of Job

The main purpose of this full-time contractual position is to provide epidemiologic and data analysis support to the Office for Genetics and People with Special Health Care Needs (OGPSHCN), which is housed in the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB). OGPSHCN’s programs include Newborn Bloodspot Screening Follow-Up, as well as Critical Congenital Heart Defect Screening Surveillance; Birth Defect Surveillance; Early Hearing Detection and Intervention; and, Sickle Cell Disease Follow-Up. OGPSHCN's programs also provide access to specialty care for under or un-insured children, in addition to initiatives under the federal Maternal and Child Health Services Block Grant Program.

These programs and roles require the collection, integration, analysis, and visualization of data toward optimizing program performance and outcomes for Maryland’s Children and Youth With Special Health Care Needs (CYSHCN). This position will report to the OGPSHCN Director and will work across OGPSHCN’s programs to identify and address data needs, including routine programmatic needs and analysis and visualization to inform strategic planning. This position will also support the overall MCHB Epidemiology team and their efforts.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an Epidemiologist, after receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with the analysis, evaluation, visualization, and/or standardization of data. He/she should also have experience providing data-informed recommendations, as well as experience with strategic planning. In addition, the desired candidate should have experience preparing and/or presenting reports.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
