Work that matters: The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. The primary function of the Community Development Administration is to encourage and support sustainable homeownership in Maryland. 

DHCD has an immediate opening for a Business Development Representative to promote the interests of the Maryland Mortgage Program (MMP), with a focus on realtor outreach and training. The position provides outreach and training of the business partners (i.e. realtors, lenders, housing counselors and others) on the Maryland Mortgage Program. The outreach and training is performed both online and in person, so a successful applicant must be comfortable with public speaking and have computer proficiency. The incumbent is required to travel throughout the state to events and realtor offices. 

Special Note: The employee may not actively work as a realtor while serving in this position to avoid a conflict of interest.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.


The main purpose of this position is to promote the interests of the Single Family Homeownership Programs, primarily the Maryland Mortgage Program (MMP), and foster the relationships with the Maryland Mortgage Program business partners, including lenders, realtors, housing counselors, mortgage insurers, non-profit organizations and local governments to optimize the deployment of the programs, continually improve the Program’s image, foster a greater statewide awareness, and help to ensure the long-term viability of the Program to support the Department’s mission of working with partners to finance housing opportunities to ensure Maryland citizens have the opportunity to live and prosper in affordable housing. 

This position is responsible for providing an advanced level of expertise in generating Fannie Mae, Freddie Mac, VA, RHS, and FHA loans. The position assists with the recruitment, training, and retention of the business partners of the Maryland Mortgage Program and its associated down payment and closing cost assistance initiatives. This position works with both internal and external clients to improve knowledge and performance through training and by development of reference materials. The position strengthens ties with existing partners and cultivates new relationships to expand the range of partners to ensure access to the programs across all geographic areas and to key demographics, as well as to support the Department’s risk management efforts by having diverse and adequately informed and educated lender partners. 

This position relates to the mission of the agency by helping low and moderate income Maryland residents find housing and helps to increase the percentage of low and moderate income Maryland households who live in decent housing.


Experience: Nine years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and five years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.


  • Knowledge and/or experience with the Maryland Mortgage Program and the Maryland housing industry
  • Experience with public speaking and training, both online and in person
  • Expertise with Zoom and other online platforms, Microsoft Office – Excel, PowerPoint, Word

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
