Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Loan Administrator manages the processing of loan underwriting and approval for the Community Development Administration’s Multifamily Housing Development Programs, and reports directly to the Director for Rental Lending, Multifamily Housing Development Programs. This position oversees a process that begins with an application and involves extensive communication among a very large array of public and private participants typically lasting 12-15 months until the project begins construction. In addition, the position is the primary point of contact with HUD under the 542(c) Risk Sharing program which provides debt for approximately 25% of the Department’s multifamily financing program’s volume. In these regards the position directly contributes to the Department’s mission of providing safe, decent and affordable housing for low and moderate income individuals and families. On an annual basis, loan volume is expected to reach approximately 2,500 units of multifamily rental housing throughout the State, representing an estimated $500 million in bonds and State loans.

MINIMUM QUALIFICATIONS

Experience: Seven years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field and three years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development for the required experience.

2. Candidates may substitute graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field on a year-for-year basis for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes on a year-for-year basis for the required experience.

  • Certification in Project Management
  • Professional experience entering data into a database

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
