Main Purpose of Job

The main purpose of the position will be to represent the Maryland Department of Health (MDH) at all administrative appeal hearings involving specialized Home and Community Based Waivers Services (HCBS), Employed Individuals with Disabilities (EID), and Family Planning Medical Assistance Programs. This position will also be responsible for receiving appeal requests for the different waiver programs and thoroughly evaluating the case in order to have a fair hearing. Responsibilities also include determining the accuracy of the decision made for the client's eligibility and attempting to resolve the issue of appeal. This position will act timely on all decisions made by the Administrative Law Judge (ALJ). Eligibility determinations for specialized Medicaid applications, redeterminations, caseload maintenance activities and special assignments are other duties for which this position is responsible.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program.

Notes:

1. Candidates may substitute additional general clerical experience on a year-for-year basis for the required education.

2. Candidates may substitute thirty credit hours from an accredited college or university for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience processing complex Medicaid eligibility applications, experience working with consumers and other stakeholders resolving complaints, knowledge of Home and Community Based Waivers, Long Term Care (LTC) Medicaid, and Employed Individuals with Disabilities (EID) policies and regulations, and experience preparing cases including summaries and presenting Appeals before an Administrative Law Judge.

For education obtained outside the U.S., any job offer will be contingent on the candidate providing an evaluation for equivalency by a foreign credential evaluation service prior to starting employment (and may be requested prior to interview).

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
