Main Purpose of Job

This position will be responsible for assisting the manager in the operation of the Recipient Eligibility Program’s Master File, which includes the Recipient Online and Long Term Care Unit to ensure the provision of Medical Assistance benefits to eligible recipients. This position will also assist in the development and implementation of new policies, regulations and procedures concerning Medical Assistance eligibility as mandated by Federal and State entitlement programs. This position will coordinate the development and testing of on-line processing for the Maryland Management Information System (MMIS), Client Automated Resource Eligibility System (CARES), Maryland Health Connection (MHC), Interim Database (IDB) interface and the Eligibility Enrollment System (E&E). In addition, this position will coordinate with the Department of Human Services (DHS), the local Department of Social Services (LDSS), Local Health Departments (LHD), and the Maryland Health Connection (MHC) to resolve problems that affect Medical Assistance eligibility coverage and claims payment to providers.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program to include two years applying, interpreting and processing program specific information, policies, regulations and guidelines in a medical care program.

Notes:

1. Candidates may substitute additional general clerical experience on a year-for-year basis for the required education.

2. Candidates may substitute thirty credit hours from an accredited college or university for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge/experience of Medicaid policies, procedures, and regulations; experience providing training on policies and procedures; knowledge/experience of various federal and state data systems (e.g., MMIS-II, CARES, MHC, E&E, IDB); experience identifying and analyzing system problems and complex eligibility issues; supervisory experience; excellent verbal and written communication skills; experience in Google Workspace platform and Microsoft Word and Excel; ability to exercise discretion and independent judgment directly related to Medicaid recipient data; and a team player.
