POSITION DUTIES

This IT Specialist position serves as the Data Access Coordinator and Maryland Direct Certification System (MDCS) Administrator for the Office of School and Community Nutrition Programs (OSCNP). The incumbent will provide direct specialized leadership, consultation, advice, and technical assistance to agencies operating the federal nutrition programs administered by the Maryland State Department of Education (MSDE), as well as provide technical assistance during development, deployment, and production operations of the Maryland Accountability and Report System (MARS) web-based data system. The MARS data system collects program and financial data from external administrators of child nutrition programs for nutritious meals served to program recipients.

In addition, the incumbent will serve as the Staff Specialist for the development and operation of the MDCS for participating Child Nutrition Programs (CNPs) and the MSDE as it relates to SNAP, TCA, Foster, and Medicaid matching. The specialist ensures that the MDCS requirements and functionality are aligned with MSDE strategic goals for program effectiveness, outreach, technical assistance, and accountability. 

Duties include:
• Demonstrating knowledge of State and federal laws, regulations, policies and procedures related to the USDA CNPs
• Managing data access for the CNPs administered by the OSCNP
• Developing reports to ensure State and federal standards are met and exceeded and to maximize the nutritional well- being of children and adults in Maryland
• Using strong analytical skills to translate laws, regulations, policies, and procedures into data system business processes, data elements and system requirements
• Coordinating MSDE offices/divisions, partners and participating agencies to build local capacity related to the data system for nutrition programs in Maryland
• Assisting with integration of associated MDCS and MARS interfaces
• Developing instructional documents related to nutrition programs and the MDCS and MARS data systems
• Conducting OSCNP staff development and technical assistance related to the MDCS and MARS data systems
• Coordinating the development of training materials related to the MDCS and MARS data systems
• Managing data accessibility, reporting, data collection, and monitoring
• Reviews error codes and anomalies generated by the MDCS and MARS data systems to determine the appropriate course of action for correction

MINIMUM QUALIFICATIONS

Experience: Five years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes: 
1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in systems analysis and applications programming using generally accepted computer programming languages for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for four years of the required experience. 

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education. 

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology related field to include course work in systems analysis and application programming using generally accepted computer programming languages or in operating systems and data communications technology and one year experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining or modifying operating systems for computer for the required experience.  

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

• Experience Interpreting, analyzing and summarizing statistical and financial data for reporting
