Main Purpose of Job

The main purpose of this position is to provide leadership for information technology (IT) professionals responsible for the design, development, enhancement, and support of DHS applications in the Office of Technology for Human Services (OTHS). The EPMO Delivery Assistant Director supports the Deputy CIO of Operations with forming management, strategic and tactical planning, oversight, guidance, evaluation, and coordination for DHS applications enterprise-wide. This position serves an integral role in working with stakeholders to ensure that all enhancements, development, and support activities are aligned with the Department’s strategic vision and will improve the Department’s mission-critical systems. The EPMO Delivery Assistant Director reports directly to the Deputy CIO of Operations. This position oversees the Application Maintenance and Operations contract to ensure that all DHS applications are maintained and kept updated accordingly. This position oversees the workload distribution, risk reporting, mitigation, and resolution, issue, and action item resolution, assuring all DHS technology projects adhere to the Department’s technical environment, standards, and target architecture, and that all changes and improvements to DHS applications follow industry-standard processes and procedures and promote best-practice IT methodologies. The EPMO Delivery Assistant Director leads the EPMO Delivery and support teams servicing DHS applications. 

POSITION DUTIES

Core Duties: 
● Provide oversight, direction and guidance for the daily operations of the DHS application delivery and Vendor Management services.
● Assign project work and review workload for all direct reports.
● Coordinating with IT activities to ensure contract compliance, budget and funding availability align with delivery/deliverable timelines. 
● Assisting in/and recommending options available when nearing spending thresholds, NTE’s and contract end dates.

Vendor Management
Lead the vendor management practice through all stages of the process.

Project Management 
● Oversee the DHS Application Maintenance and Technical services contracts 
● Evaluate the successful contract delivery against contract performance metrics 
● Participate in strategic capacity planning 
● Assisting in identifying security vulnerabilities and eliminating them with strategic solutions that increase data security as a team 

 Supervisory/Management 
● Create and maintain a high-performance environment characterized by positive leadership and a strong team orientation. Conduct project and update meetings with direct reports, staff members, vendors, contract staff, and Directors of DHS and Local Departments regularly. 
● Manage DHS employees and direct professional development, perform PEPs for all assigned staff members, direct staff, conduct performance appraisals, and provide employee counseling. 
● Establishes goals that will increase knowledge and skill levels, and by delegating tasks commensurate with skill level. 

Budget & Procurement 
● Participate in departmental finances, including budgeting and forecasting as needed. 
● Participate in drafting, review, and coordination of RFPs with Procurement when requested. 
● Participate in managing approval process for DHS application design, development, enhancement and support efforts within DHS. This includes Advanced Planning Documents (APD) for federal approval, Requests for Proposals (RFP) contracts, Information Technology Project Requests (ITPR), DHS Strategic Planning and the Customer Agency Planning Summary (CAPS).

Customer Service 
● Coordinate computer data activities of agency with other government and private entities including the Comptroller’s Annapolis Data Center (ADC), Office of Inspector General (OIG), DoIT, Internal Revenue Service (IRS) and Office of Legislative Auditors (OLA).
 ● Represent DHS before federal, state, local officials to provide information, coordinate projects, meet audit compliance, meet federal requirements, and to comply with legal mandates. 

All other duties as assigned. 

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or another technology-related field.

Experience: Three years or more of progressive IT experience to include direct involvement in leading a team of cross functional staff, working with the Executive Management of an organization.

NOTE: Candidates may substitute additional experience in software development lifecycles and/or state budget, procurement procedures on a year-to-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. 2 years of experience working in Human Services.
2. 1 year of experience with managing IT budget, procurement and contracts.
3. 2 years of supervisory experience.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.
