POSITION DUTIES

The Fiscal Accounts Clerk Lead supports the Maryland State Lottery Agency by helping in the operations management of the Baltimore Customer Resource Center. This position is responsible for processing of claims and disbursement of monies won from Maryland Lottery games and drawings, including instant tickets and second-chance merchandise prizes. This position reviews and approves claims processed in the CRC Unit and verifies that the claims forms are received properly from the X-Cap (Expanded Cashing) agents. This position processes the daily subscription deposits. This position trains, reviews, assigns, balances, records, verifies and approves work for Fiscal Accounts Clerks I and II.

Claims Processing

Reviews, researches and processes claims received from walk-in and mail-in claimants according to established departmental procedures.

Generates W2g tax forms through the Game Management System for claims processed from walk-in and mail-in customers using established departmental procedures.

Handles claims that have been investigated and resolved by the Security Division. Claims are reviewed and approved for accuracy prior to final processing.

Assigns work as needed for Claims and Subscriptions.

Reviews tracking for denied claims, including non-winning and expired tickets.

Responsible for training Fiscal Accounts Clerks I and II.

Customer Service

Addresses customer service inquiries by researching and investigating current subscriber accounts and claims. 
 
Gathers supporting documentation, completes appropriate forms and drafts written correspondence for claimant inquires, to be reviewed by the supervisor using established departmental procedures.

Advises claimants about winning check procedures, provides general agency information and facilitates requests for duplicate W2g Tax Forms using established departmental procedures.

Exhibits appropriate customer service behavior at the Claims windows to assist in providing a positive experience to Lottery players 

Subscription Processing

Inspects, opens and sorts incoming subscription mail by the amount of the corresponding checks. Creates summarized carbon-copied accounting of total checks to be processed (T-Tapes) to verify checks and number of applications.  T-Tapes are used for audit purposes and to assist in the daily reconciliation.
Processes checks and money orders received at the claims window by endorsing, recording and sorting for immediate processing / activation.
Reviews tracking of checks returned due to the following errors: missing signatures, inaccurate amounts, out-of-state addresses and checks not made payable to the Maryland State Lottery Agency. This process decreases non-sufficient funds. 
Reviews and manages the tracking of returns, ensuring that checks are returned within five business days.
Responsible for balancing and preparing the daily subscription deposit from the prior day’s work for the four Lottery subscription games (Mega Millions, Multi Match, Power Ball, Cash4Life). 

Agent Accounting 

Maintains an accurate log of insufficient funds and final settlements receipts for X-Cap agents. Ensure that all agents checks are endorsed and forwarded to Accounting in a timely manner according to the established departmental procedures

X-Cap Process

Ensures that all claim forms processed by the X-Cap agents have been received and the data entered in the system has been compiled.

Verifies that all W2G’s are printed and mailed to claimants in a timely manner.

Reviews W2G’s for accuracy before mailing to the customers. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

Experience in Leadership. 

DESIRED OR PREFERRED QUALIFICATIONS

- Customer Service Experience
- Excellent written and verbal communication skills.
- Experience with Microsoft Office (Word, Excel, etc.)
- Knowledge of reconciling deposits.
