POSITION DUTIES

To manage the State of Maryland Corporate Purchasing Card Program for DNR and to assist FAS Accounts Payable and General Accounting as assigned.

A Fiscal Accounts Technician II is the full performance level of work reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports.

- Act as Corporate Purchasing Card (CPC) Program Manager for the Dept. of Natural Resources.  Duties involve but are not limited to acting as a liaison between the Department and the Comptroller to ensure the CPC is used by authorized agency personnel only to purchase items which fall within the range of allowable small procurements as outlined in COMAR. 
- This position audits the 900+ cardholder activity logs to ensure only allowed, designated purchases are made.  This position also orders new and replacement cards as necessary, while following procedures established by the Comptroller and DNR to ensure that internal control of CPC functions is maintained. Works closely with other FAS and unit personnel to ensure the program runs smoothly. 
- Runs monthly audit and accounting reports and works closely with the Comptroller’s General Accounting Division and the Bank to ensure transactions are within guidelines.  Prepares and maintains CPC paid invoice files and keeps filing up to date. 
- Trains unit personnel in the proper use of the Corporate Card, assist with problems as they arise, find solutions and contact appropriate entity to make corrections as necessary. 
- Assist with other duties in Procurement, Accounts Payable, and General Accounting sections within FAS which include the processing of contracts, performance of clerical audits on invoices according to GAD guidelines, enter or add vendors into the FMIS system (RSTARS and ADPICS). 
- Performs other assignments as directed by supervisor, Director of FAS, and other FAS managers. 
This position requires strong organizational, administrative, and communication skills. Please note, the incumbent will be expected to telework from home with minimal use of DNR office facilities for the foreseeable future.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications include, but are not limited to:

Six months or more of experience with FMIS, CICS, TSO, and Webfocus systems.

Six months or more of experience with the State of Maryland corporate purchasing card program. 

Six months or more of experience with complex Excel spreadsheets and functions.
