Main Purpose of Job

The Fiscal Services Administrator I is responsible for coordinating the fiscal operations of MIEMSS to include accounting, reconciliation, budgeting, Corporate Purchasing Card Program administration and other accounting related duties specific to the successful administration of MIEMSS' accounting functions.

POSITION DUTIES

-Processes all accounting transactions in the agency's and State's accounting system (s).

-Reconciles and audits cash receipts from various sources and allocates to appropriate accounts as necessary.

-Performs fiscal year end accounting close to include all required steps through submission to required State control agencies.

-Serve as agency Corporate Purchasing Card Program Administrator (PCPA).

-Serve as agency Timekeeper in Workday

-Develops, implements and maintains fiscal policies, procedures and standards to ensure effective internal controls and accuracy of agency financial records.

-Assist the agency Chief Administrative Officer in the formulation of the annual operating budget for Special, Federal and Reimbursable Funds, and track expenditures against the budget throughout the year

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university

Experience: Four years progressively responsible experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. 

Notes:

1) Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2) Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above 

3) Possession if a certificate as a Certified Public Accountant or a Mater's degree in accounting from an accredited college or university may be substituted for one year of the required experience 

4) Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1) At least two (2) recent years' experience related to the full performance of State of Maryland Fiscal Year End closing of multiple fund types using RSTARS and ADPICS

2) Experience serving in the role of a State of Maryland Timekeeper in Workday, the State's Human Resource/Timekeeper System.

3) Experience serving in the role of a State of Maryland Corporate Purchasing Card Program Administrator.
