Introduction
The Maryland Department of Commerce is seeking qualified applicants for Assistant Director, Budget & Finance in its Division of Administration & Technology’s Office of Budget and Finance (OBF).
This recruitment is limited to existing State Employees Only.
This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The primary responsibilities are to assist the Director of Budget and Finance in all phases of budgeting, accounting, auditing, and fiscal management of the Department including planning, development, execution, monitoring, projections, defense, and financial reporting, in addition, this position manages OBF’s Budget Unit and supervises budget staff and the agency’s timekeeping and payroll.
POSITION DUTIES
This position will assist in the compilation and preparation of the annual Budget Requests; instruct staff in the preparation of individual unit budgets; prepare and consolidate responses for various government entities; provide reports and briefings to the Director and management; assist in the preparation and presentation of executive staff’s testimony before executive and legislative boards and committees; assist in fiscal year-end closeout and preparing associated reports and schedules; and perform budgetary duties in accordance with state policies and availability of funds. Incumbent will prepare and submit expenditure reviews; approve purchasing requests; enter and monitor transactions in the State’s Financial Management Information System (FMIS); prepare budget amendments and defense; review legislation for departmental impacts and requirements; and review Statewide and agency specific policies. As directed, this position ensures that internal controls are met; develops and revises standard operating procedures and policies; serve as backup signatory for the Commerce Working Fund; prepares checks for travel advance requests and collects supporting documentation; represents the agency before Federal, State, local officials, legislative committees, senior management, executives and other agencies. Some State travel is required.
Candidates must possess; working knowledge in budget, finance, government finance procedures and standards; accounting principles and practices; business administration and management practices; in-depth knowledge and skill analyzing records, budget projections, business, and financial documents; proven ability in determining compliance; preparing and presenting accurate and concise budget/finance reports. Excellent interpersonal, written, oral communication and budgetary and accounting skills. Proficiency in the use of Google Mail, Word, Excel, Access, Internet, FMIS, Budget Analysis & Reporting System (BARS) and other relevant software.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor's degree in
Accounting, Business Administration, Finance, or Public Administration from an
accredited college or university
AND
EXPERIENCE: At least five (5) years of professional, progressively responsible experience, in accounting - examining, analyzing, and
interpreting accounting systems, records and reports by applying generally
accepted accounting principles; and/or budgeting - budget preparation,
presentation and execution.
Notes:
1.Candidates may substitute graduate
education in Accounting, Business Administration, Finance, or Public
Administration, at a rate of 30 semester hours for one year, year for year of required
experience;
2) Candidates may substitute additional experience, as defined above, on a year for year basis,
for the required education;
3) Certification as a Certified Public Accountant may be substituted for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following:
1) Experience overseeing multiple program budgets
(General, Special, Federal, and Reimbursable Fund Budgets.
2) Experience in
expenditures; projecting and tracking costs.
3) Advanced experience with the
State of Maryland budgeting procedures and financial systems – FMIS and BARS;
4) Maryland State government and Legislative process and audit engagement.
5) 3
years of supervisory experience.

Some Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
