Join a dynamic team and embark on a career with great benefits, pension, generous leave, and a competitive salary!  As the Finance Director of the Maryland Military Department, you will work a compressed work schedule Tuesday through Friday, 6:30 am to 5:00 pm.  While the working location for this position will be at the Agency’s headquarters (with free gated parking), some travel within Maryland will be required.  

This is a Management Service position and serves at the pleasure of the Appointing Authority, the Adjutant General of Maryland.

Main Purpose of Job

This is a professional position serving as the Director of Finance.  The position is responsible for the development, justification, execution and analysis of the Agency’s budgets.  The Agency’s budgets exceeds 90 million annually, and includes multiple programs, and involves General, Capital, Federal, Special and Reimbursable fund sources and 11 Master Cooperative Agreements (Federal & State).  For more information about the Maryland Military Department and our programs visit  https://military.maryland.gov

POSITION DUTIES

This position is responsible for managing and monitoring General & Capital Budgets, accounting processes, grants, FMIS and voucher processing to ensure efficient operation and responsiveness to departmental needs and mandates.  The incumbent will work closely with the Chief of Staff to ensure that the fiscal operations of the Maryland Military Department(MMD) and its programs are in compliance with Statewide fiscal and budgetary policy as while as Master Cooperative Agreements, COMAR and  MMD internal policies.   This position will be responsible for establishing, monitoring and maintaining fiscal compliance through internal controls and work flow improvement while providing excellent customer service to executive staff, program directors, federal partners (MDARNG & MDANG) and agency staff in a fast paced, multifaceted environment.  

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree from an accredited college of university in Business Administration, Finance, Accounting, or a related area. 

EXPERIENCE: Five (5) years of professional experience with analyzing and developing financial budgets and control systems for multiple programs.  With two (2) years of experience with managing or supervising fiscal staff.

NOTES:

1.     Applicants may substitute possession of a certified Public Accountant (CPA) or Master’s Degree in Accounting, Finance, or closely related field for one year of the required experience.

2.     Candidates may substitute an additional four years of general accounting experience in a state agency for the required education. 

SELECTIVE QUALIFICATIONS

Two (2) years of experience must include operating & capital budget preparation, formulation, justification and execution.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

Experience using the Statewide Accounting applications and fiscal software

Experience in financial certification of departmental procurements

Experience in financial certification of departmental payroll

Possession of a CPA license

Diverse knowledge of the operations of a Finance office to include knowledge of governmental and/or fund accounting

Demonstrated ability to identify problems and negotiate solutions

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel thought the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position requires the ability to obtain a federal Common Access Card (CAC) and requires a criminal background check. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points on their driving record.

 Leave Benefits include:

* Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date). 
* Annual Leave - ten (10) days of accumulated annual leave per year. 
* Sick Leave - fifteen (15) days of accumulated sick leave per year. 
* Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child. 
* Holidays - State employees also celebrate at least twelve (12) holidays per year.
