Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

POSITION DUTIES

The incumbent serves as the Deputy Director of Finance and Administrative Services (FAS), deputy to the Chief Financial Officer (CFO), for the Maryland Department of Natural Resources (DNR). The incumbent is responsible for the overall day to day general accounting operations of the Department. The incumbent plays a lead role in the agency-level planning and execution of operations related to finance, budget, and administrative services. This position is responsible for directly or indirectly supervising all managers in FAS. Along with the Chief Financial Officer, this position acts as one of the primary financial contacts to the State Treasurer, General Accounting Division of the Comptroller, the Department of Budget and Management, as well as other State of Maryland Agencies.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s Degree in Accounting from an accredited college or university is required.

Experience: At least ten years of experience in governmental or nonprofit accounting with progressively increasing responsibilities resulting in acquired knowledge in the areas of financial, budgetary, and federal grants management to include year-end close-out, annual budget preparation and tracking, management reporting, and the ability to coordinate, clearly explain requirements, and offer assistance to fiscal staff. A minimum of seven years of supervisory experience is required.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Candidates may substitute additional graduate education in Accounting or a related field at an accredited college or university, at the rate of thirty credit hours for up to one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work for up to one year of the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Comprehensive knowledge of FMIS, RSTARS, ADPICS, BARS, and other State of Maryland software applications. 
  • Experience with State of Maryland accounting, procurement, and budgetary processes.
